I caught my Inkay and evolved it a couple of days ago with no problem. My cousin in the other hand, had the same troubles as yours. Again, no controllers attached, no everstone, the Switch was properly upside down and the Inkay was above lv 40 already. We reunited earlier today. He traded me his Inkay so I could evolve it on my version.
